Overview
UKOM (Uji Kompetensi Mahasiswa Bidang Kesehatan) is Indonesia's national competency test for students in health programmes. It is taken at the end of a vocational (D3 or D4) or professional programme, such as midwife, nurse (Ners) or dietitian. The test measures knowledge, skills and behaviour, and its aim is to confirm that graduates meet the competency standard expected of health workers.
Passing UKOM is one of the requirements for graduating from a health programme. The legal basis for years was Ministry of Education Regulation No. 2 of 2020. Since the 2023 Health Law (Law No. 17 of 2023), the system is being moved under joint control of the higher education ministry and the health ministry. During 2025 the test ran under a "transition period" arrangement, and a joint decision of the two ministers on a standard operating procedure for the national competency test was issued on 7 October 2025. Because the arrangements are still changing, confirm the current rules with your institution.

Who can apply
You do not register yourself. Your study programme or institution registers you.
You must be a student of a health programme that is properly licensed and listed in the national higher education database (PD Dikti).
You must have finished all learning. For vocational programmes, the 2025 notice allowed a final project still to be pending, as long as it would be done one week before the exam. For professional programmes, all clinical rotations must be finished, also one week before the exam.
Your credit and study-plan records in PD Dikti must be complete, and your institution must report that you meet its graduation standard at least one week before the test.
Retakers who were declared graduated by their institution after February 2020 can also sit the test.
Participants who do not meet these conditions can be cancelled, and the registration fee is not refunded.
Exam pattern
The 2025 notice states that the national competency test uses a single method, an online computer-based test (CBT), held at universities or sites with a CBT centre that meets the standard. The sources read for this page do not give the number of questions, duration or section structure, so these are not listed here. The test is prepared separately for each programme, and the programme's published blueprint and competency list describe its content.
Marking and results
For graduation, the 2020 regulation sets the weighting as follows.
| Programme type | Cumulative GPA | Competency test |
|---|---|---|
| Vocational (D3, D4) | 60% | 40% |
| Professional | 60% (GPA of the preceding bachelor's or applied bachelor's degree) | 40% |
Results are announced publicly by the national committee and sent to your institution. Under the regulation, passing vocational students receive a Competency Certificate (Sertifikat Kompetensi) and passing professional students receive a Professional Certificate (Sertifikat Profesi), both issued by the institution.
Important dates
The notice for transition period III of 2025 gave these dates for a list of programmes that included D3 and D4 programmes in nursing, midwifery, nutrition, physiotherapy, medical laboratory technology and others, plus the midwife, dietitian and Ners professional programmes.
Registration: 15 August to 12 September 2025 (later extended to 15 September 2025, with payment until 17 September 2025).
Exam: 18 to 20 October 2025.
Results: 30 October 2025.
Schedules for 2026 were not confirmed in the sources used. Check the national committee page and your institution.
Fees
The official midwifery registration page lists a fee of Rp 275,000 for the CBT exam for D3 Midwifery participants, paid by bank virtual account. The page is undated, and fees for other programmes were not confirmed. The 2020 regulation says the fee is included in the cost of your education and your institution pays it collectively to the committee.
How to apply
Your programme administrator registers participants through the national committee's online system and pays the fee. You then see your exam location when the committee confirms locations, shortly before the test. Ask your programme office about internal deadlines, which come before the national ones.
After the exam
If you do not pass, you may sit the test again in a later period, up to the end of the maximum study period allowed by national higher education standards. Your institution must give you a coaching programme, and you must attach a letter showing you completed it when you retake.
FAQs
Is UKOM the same as the doctor's national exam?
No. Doctor and medical-professional testing has its own track. The medical licensing body announced that a national competency test (UKOMNAS) for medical students would start in November 2025 under the 2023 Health Law. This page covers the health-student UKOM for other health programmes.
Can I take UKOM more than once?
Yes. If you fail, you can sit it in a later period within your maximum study period, after completing the coaching your institution provides.
Do I register myself?
No. Registration is done by your study programme or institution through the committee's online system.
