Overview
The Bhutan Higher Secondary Education Certificate (BHSEC) is the school-leaving and university-entrance examination for Class XII, run by the Bhutan Council for School Examinations and Assessment (BCSEA) under the Ministry of Education and Skills Development. It is a two-year programme (Class XI and Class XII) that follows the Class X BCSE examination. Class XI is examined internally by schools; Class XII is examined externally by BCSEA. Passing BHSEC certifies the completion of higher secondary education and is used for admission to universities in Bhutan, India and abroad, for scholarships, and for some government and private-sector jobs.
Students follow one of three streams: Science, Commerce or Arts.

Who can apply
Candidates are typically students aged around 17 to 18 who have passed Class X (BCSE or an equivalent recognised certificate) and completed two years of higher secondary schooling (Class XI and Class XII) in a stream of Science, Commerce or Arts. Schools register their own students with BCSEA; individual students do not apply directly. Regular candidates must meet their school's attendance requirement to be registered for the Class XII board examination.
Exam pattern
Class XII papers are set and marked externally by BCSEA, in the subjects the candidate has studied under their stream (Science, Commerce or Arts). Papers are written in English, except for Dzongkha and other language papers.
Most subjects combine a written examination with school-based continuous assessment (CA); the two are reported and must each be passed separately.
The writing time for most subjects is 2 hours; language papers and Mathematics are 3 hours. Technical and vocational (TVET) subjects have a 1-hour theory paper and a 3-hour practical examination.
Candidates are also assessed internally by their school in Socially Useful Productive Work (SUPW).
Marking and results
To pass a subject, a candidate must score at least 40% in the written paper and at least 40% in the continuous assessment component, each on its own — scoring well in one does not make up for failing the other. BCSEA reports results by letter grade.
For the Class XII examination held in December 2024 (results declared in January 2026), 9,273 of 9,342 registered candidates from 81 higher secondary schools appeared, and the overall pass percentage was 77.84%, with stream-wise pass percentages of 91.46% in Arts, 73.57% in Commerce and 75.68% in Science.
Important dates
BCSEA conducts the Class XII examination in December each year, with results typically declared the following January. Schools submit candidate registrations to BCSEA ahead of the exam, by a deadline BCSEA sets each year (historically by the end of August, with validation through November); check BCSEA's published timetable and circulars each year for exact 2026 dates, since these are set annually and not published far in advance.
After the exam
A BHSEC pass is the entry qualification for undergraduate admission to the Royal University of Bhutan's constituent colleges, which set their own subject-wise minimum marks by programme — for example, at least 50% each in Physics, Chemistry, Mathematics and English for most engineering and science programmes, and at least 50% each in Dzongkha and English for most arts-based programmes. BHSEC results are also used for admission to universities in India and other countries, and for government and private scholarships. Students who need to recheck a result or repeat a subject should follow the rechecking and re-appearance rules BCSEA publishes with each year's results.
Preparation tips
Keep track of your continuous assessment marks through the year — a weak CA score cannot be offset by the written paper, since both must independently clear 40%.
Practise past BHSEC papers for your stream's subjects, especially Mathematics and the language papers, which have the longest writing time.
If you plan to apply to the Royal University of Bhutan or another university, check that programme's subject-wise minimum marks early, so you choose stream subjects that keep you eligible.
Who conducts the BHSEC exam?
The Bhutan Council for School Examinations and Assessment (BCSEA), under the Ministry of Education and Skills Development, sets and marks the Class XII examination.
Can I apply for BHSEC directly, without a school?
No. Candidates are registered for the Class XII examination by their own school; BCSEA does not take individual applications.
What happens if I fail only the continuous assessment or only the written paper in a subject?
You must score at least 40% in both the written examination and the continuous assessment for that subject. Failing either one means you have not passed the subject, even if your combined average looks like a pass.
Does a BHSEC certificate let me apply to universities outside Bhutan?
Yes. BHSEC is recognised as the Class XII school-leaving qualification for admission to universities in India and other countries, as well as to the Royal University of Bhutan, subject to each university's own entry requirements.
