Overview
There is no national driving knowledge test in the United States. Driver licensing is handled by state motor vehicle agencies, not a national body. USAGov directs people to their state or territory's agency for licences, registration and REAL ID. The agency is often called the DMV, but in Texas it is the Department of Public Safety, and each state publishes its own handbook and rules.
This page gives two labelled examples, Texas and California, to show how a typical knowledge test fits into getting a licence. Use your own state's agency for the rules that apply to you.

Worked example: Texas
Texas licences are issued by the Department of Public Safety (DPS), by appointment at a driver licence office.
For a first adult licence you gather identity, Texas residency, Social Security number and, for non-citizens, proof of lawful presence, along with proof of insurance. Applicants aged 18 to 24 applying for a first Texas licence must also complete a six-hour adult driver education course. If you will take a driving test, you need an Impact Texas Driver certificate dated within 90 days.
At the office you:
Complete the application and provide biometrics and a photo.
Pay the application fee.
Pass the vision exam.
Pass the written knowledge test and a practical driving skills test. These can be done at DPS or with an approved third-party provider.
You receive a temporary licence, and the card normally arrives by mail within two to three weeks. The DPS points applicants to the Texas Driver's Handbook for study.
Teens (ages 15 to 17). Texas uses a graduated licence. The learner licence needs driver education classroom hours (6 hours concurrent or 24 hours block), proof of school enrolment or a diploma or equivalent, and evidence of passing the knowledge exam. A learner licence must be held for at least six months unless you turn 18, and driving requires a licensed adult aged 21 or older in the front seat, with no mobile phone use. A provisional licence follows, allowing independent driving with restrictions.
Worked example: California
California requires knowledge and drive tests before any driver's licence. For most people a knowledge test must be passed before an instruction permit or licence. The DMV says every question comes from the California Driver's Handbook, with three answer choices, one correct, and no trick questions. It also offers sample tests for different licences and classes.
First-time applicants, and others in certain cases, must also pass a behind-the-wheel test in two parts: a pre-drive safety check of the vehicle, and a driving performance evaluation with an examiner. Someone who has never held a licence anywhere must hold an instruction (learner's) permit for at least six months before applying for a licence. For renewals, a knowledge test requirement can be met through a short online eLearning course, which the DMV says takes about 20 to 30 minutes.
Marking and results
The number of questions, the pass mark and the retake rules differ by state and licence class and were not stated on the pages reviewed. Check your state handbook or agency page.
Fees
Fees are set by each state and were not listed on the pages reviewed. Texas says you pay an application fee at the office, so confirm the amount with your own agency.
Preparation tips
Read your state's driver handbook; both Texas and California point applicants to theirs.
Use the agency's own sample tests where available, as California does.
Check document requirements through your agency's checklist before booking.
FAQs
Is the knowledge test the same in every state?
No. States publish their own driver handbooks and rules, and the examples above show that procedures differ. Check your own agency for the test, pass mark and fees.
Can I take the written test online?
It depends on the state and the situation. California offers an online eLearning course for people with a knowledge test requirement on a renewal. Texas allows testing at a DPS office or with a third-party provider.
