Overview
The reports used here describe a Mexico City exam, not a national one, so rules elsewhere in Mexico may differ. This page covers one worked example: the theory exam that SEMOVI (Secretaría de Movilidad) of Mexico City sets for first-time applicants for the permanent type A licence.
The SEMOVI website could not be read when this page was written. The facts below come from two news reports, so confirm them with SEMOVI before you book.

Who can apply
The exam is for people with no previous licence record in Mexico City, meaning first-time applicants.
The reports say the scheme excludes motorcyclists.
One report lists a valid official ID and proof of residence in Mexico City as requirements.
Exam pattern
| Item | Detail |
|---|---|
| Questions | 20 multiple-choice questions, drawn from a bank of 200 |
| Time | About 25 minutes in one report and about 30 minutes in another |
| Pass mark | A minimum grade of 8 out of 10; one report puts this at 16 of 20 correct |
| Attempts | Up to two. After a failed attempt you wait until the next day to book a new appointment |
Syllabus
The questions cover traffic rules, road signs and road safety. Topics named in the reports include right of way at intersections, speed limits near schools and hospitals, traffic light and sign use, where stopping and parking are banned, lane changes, turn signals, the passage of emergency vehicles and seat belts.
Fees
Both reports give 1,500 Mexican pesos for the permanent licence. One report says it is paid in advance, with the payment line generated on the Mexico City finance site and paid at authorised points. The other lists the payment after the online exam, so check the order with SEMOVI.
How to apply
The exam can be taken online with a CDMX digital ID, or in person at SEMOVI offices or service centres.
Appointments are made through SEMOVI's online appointment system, by WhatsApp or by phone.
A report dated 8 October 2025 gave 31 December 2025 as the deadline to apply for the permanent licence. A January 2026 report still describes the scheme, so check whether it is open.
After the exam
Once you pass, you continue with the licence process. One report says the physical card is collected by appointment.
Preparation tips
Study Mexico City's traffic regulations and road signs.
Take the exam slowly, because only two attempts are allowed.
Does this page cover the whole country?
No. It describes only the Mexico City exam for first-time permanent licence applicants. Check the licensing body of your own state for other rules.
