Overview
The Technical Education and Skills Development Authority (TESDA) runs the Philippine competency assessment and certification system for middle-level skilled workers. Assessment checks whether a graduate or worker can perform to the standard expected in the workplace, as set in the competency standards. Those who meet the standard receive a National Certificate (NC) or a Certificate of Competency (COC). This is not one exam: each qualification has its own assessment.

Who can apply
Students, workers or any individual who wants to find out their qualification level may apply. Assessment is offered only for qualifications that have promulgated Training Regulations. Graduating students of registered programmes take a mandatory assessment, arranged by the TESDA regional or provincial office or a technology institute assessment centre soon after training.
Exam pattern
Assessment is done by TESDA-accredited competency assessors against the Training Regulations for the qualification. TESDA lists the evidence methods it uses: demonstration or observation with oral questioning, written test, interview, third-party report, portfolio and work projects. The method depends on the qualification, so there is no single standard paper.
Marking and results
An NC is issued when a candidate shows competence in all the units of competency that make up a qualification. A COC is issued for a single unit or a cluster of units. After assessment the applicant collects a Competency Assessment Result Summary (CARS) from the assessment centre. Those who pass then apply for certification at the TESDA district or provincial office with jurisdiction over the venue, and can claim the certificate seven working days after applying.
Fees
The assessment fee follows a list of fees promulgated by the TESDA Board and endorsed by the National Economic Development Authority. Private accredited centres may charge according to that list. TESDA's FAQ page links to the list. Check it, or the centre, for the current amount, as this page does not give one.
How to apply
Go to a TESDA-accredited assessment centre, or a TESDA district or provincial office, and apply for assessment.
Submit a completed application form, a completed Self Assessment Guide for the chosen qualification, and three colour passport-size photos.
Pay the assessment fee at the centre cashier and collect the receipt and admission slip.
Attend the assessment on the date and place on the admission slip.
Collect the CARS, then apply for certification as described above.
After the exam
An NC or COC is valid for five years. On expiry, where new Training Regulations have been issued the holder undergoes assessment under the new standards. Where there are none, the certificate is renewed on request after verification in the regional registry. Renewals and replacements are handled by the TESDA district or provincial office that issued the certificate. TESDA keeps an online Registry of Certified Workers, searchable by name, certificate number or qualification.
