Overview
The South Pacific Form Seven Certificate (SPFSC) is a Year 13 (final year of secondary school) qualification for Pacific Island countries. It is developed and administered by the Educational Quality and Assessment Programme (EQAP), a division of the Pacific Community (SPC) that was formerly known as the South Pacific Board for Educational Assessment (SPBEA). EQAP has offered the SPFSC since 2004, working alongside the education ministries of the participating countries, and the certificate is used both as an entry qualification for tertiary study and as a recognised school-leaving qualification for employment.

Who it covers
As of the most recent reporting available, EQAP offers the SPFSC in Kiribati, Tuvalu and Vanuatu. Over the programme's history, students in six Pacific Island countries have been enrolled in the SPFSC at various times: Kiribati, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu. Students take the certificate in their Year 13, the final year of secondary schooling, at schools in the participating countries.
Curriculum
The SPFSC programme offers 14 subjects:
Mathematics with Calculus
Mathematics with Statistics
English
French
Physics
Chemistry
Biology
Accounting
Economics
Geography
History
Information and Communication Technology (ICT)
Agriculture
Tourism and Hospitality
Schools and students choose which of these subjects to study and be examined in, within what each school is able to offer.
Assessment approach
Every SPFSC subject combines two assessment components: an internal assessment, made up of two to four tasks per subject that are set by schools and moderated by qualified professionals under EQAP's Curriculum and Assessment team, and an external examination set and marked by EQAP. The programme follows an outcomes-based approach, meaning tasks and exam items are tagged to specific learning outcomes in each subject's published syllabus rather than assessed purely by overall marks. EQAP also runs quality-assurance processes around the programme, including teacher and study guides on a Moodle-based learning platform and an online system (PacSIMS) that schools use to record and manage student and assessment information.
After the programme
The SPFSC is recognised regionally and internationally as a pathway into tertiary study. Universities in the Pacific region, as well as in Australia and New Zealand, accept it as an entry qualification — for example, the Australian National University lists the SPFSC among the school qualifications it accepts for admission. Students who do not continue to university can also use the certificate as a recognised secondary-school qualification when seeking employment.
Preparation tips
Confirm with your school early which of the 14 subjects it offers for the SPFSC, since not every school runs every subject.
Keep track of your internal assessment tasks across the year — these are moderated separately from the external exam and count toward your final subject result, so they are not something to catch up on right before the external exam.
Use the study and teacher guides your school has access to through EQAP's learning platform, since these are built around the same learning outcomes the external exam is tagged to.
If you plan to apply to a university outside your home country, check that institution's specific entry requirements for the SPFSC well before you apply, since accepted subject combinations and grade requirements vary by university.
