Overview
The Teacher Service Commission (Shikshak Sewa Aayog, TSC) of Nepal recommends teachers for permanent posts in community schools and grants the teaching licence (अध्यापन अनुमतिपत्र) that teachers need. The licence is awarded through a written examination at three levels: primary, lower secondary and secondary. The commission's site also lists an annual calendar of licence and teacher-vacancy exams for the 2083/84 BS year (2026/27).

Exam pattern
The licence exam is written. A paper-sharing site reports that the secondary-level exam of 2082 BS (2025) was objective, one hour long, with 100 full marks and a pass mark of 50. A 2023 news report says the secondary and lower secondary papers had 50 questions of 2 marks each, and that the primary paper mixed objective and subjective questions. It also says the commission was then considering changes to the format because of high failure rates. Formats can change between rounds, so check the current notice.
Marking and results
You must reach the pass mark to be awarded a licence. Pass rates have often been low. The 2023 report cites 8 percent in 2020 (3,883 of 66,562 examinees), 41.4 percent in a secondary-level round (23,016 of 55,641) and 18.26 percent in a lower-secondary round (33,158 of 181,569).
How to apply
Applications are made online through the commission's website. In the June 2019 notice for the permanent licence, there was a normal fee window of Ashadh 2 to 22, 2076 BS, and a double-fee window up to Ashadh 29. The notice named the exam as written. Dates and fees differ by round, so read the current notice on the TSC site.
After the exam
The commission says licensed teachers can then be recommended for permanent posts in community schools when vacancies are advertised. A licence alone does not appoint you.
Preparation tips
Look for the syllabus and annual calendar on the TSC website.
Practise with past papers, since the secondary paper is objective and timed.
