Driving Theory Test (Ukraine)ГСЦ Іспит

Country:
Ukraine

Checked against official sources on 2 October 2026.

Overview

The theory test is the first exam for a Ukrainian driving licence. It is taken at a service centre of the Ministry of Internal Affairs (MVS) and covers the traffic rules and related knowledge. The practical exam is a separate step and is not covered here. This page follows the government's Diia service guide, which is in Ukrainian.

Who can take it

Before applying you must have a medical certificate and have completed theory training, either at an accredited driver training school or by self-study. If you studied on your own, the application carries a note saying so.

You apply in person at a service centre with these documents:

  • an application in the set form;

  • an identity document, such as a Ukrainian passport or a residence permit;

  • a copy of the tax number document, or a note of refusal for religious reasons;

  • a valid medical certificate allowing you to drive the relevant category;

  • your existing licence, if you add another category;

  • a training-school certificate, if you trained at a school;

  • proof of payment.

The service can be refused if you are below the required age, have a temporary driving ban, or give false or incomplete documents.

Exam pattern

The test has 20 questions, 20 minutes, and a limit of 2 mistakes. The questions are split as follows.

TopicQuestions
Traffic rules10
Basics of road safety4
Structure and operation of the vehicle4
Giving medical aid2

So a pass needs at least 18 correct answers out of 20.

Fees

The Diia guide lists an administrative fee of 250 UAH for the theory test, as listed on the guide in 2026. The guide's sequence of steps puts payment before the test itself.

Results

The result is entered in the Ministry of Internal Affairs' state register. The guide gives one working day as the service time. You can ask for an extract from the register if you want one.
