Overview
Regitra (AB "Regitra") is the Lithuanian state company that runs driving licence examinations. To get a Lithuanian driving licence you pass two Regitra exams: a computer-based theory test and a practical driving test. The tests cover every licence category, from mopeds (AM) and motorcycles (A1, A2, A) to cars (B1, B, BE), lorries (C1, C, CE) and buses (D1, D, DE).
You first complete training at a driving school. The school sends Regitra the record of your completed training before you arrive for the tests.

Who can apply
Regitra examines only people who permanently reside in Lithuania. In Lithuanian law that means normally living in the country at least 185 days in each calendar year.
The simplest proof is a declared place of residence in Lithuania.
If you have not declared residence, or declared it for fewer than 185 days in the year, you can prove a personal or work link instead, for example a Lithuanian employment contract, a temporary residence permit granting temporary protection, or a certificate showing at least 6 months of study at a Lithuanian school or university (for foreign students).
Documents issued abroad must be translated into Lithuanian and, for some countries, legalised.
Diplomats and their families with diplomatic privileges are not treated as permanent residents.
Before the theory test you must show an identity document, a driver's health certificate (medical facilities enter electronic certificates into Regitra's database directly) and a first aid training certificate. Regitra accepts paper health certificates only if they were issued before 11 November 2020.
Exam pattern
Theory test
The theory test is taken on a computer at a Regitra driver examination centre. You get as many minutes as there are questions in your test.
| Categories | General questions | Category-specific questions | Total |
|---|---|---|---|
| B1, B, BE | 30 | 0 | 30 |
| AM, A1, A2, A | 30 | 5 | 35 |
| C1, C1E, C, CE | 30 | 10 | 40 |
| D1, D1E, D, DE, T | 30 | 10 | 40 |
Regitra may add 2 new trial questions to a test to check their quality; these are not scored.
From 1 January 2026, the theory test can be taken in Lithuanian, English, Polish, Spanish or French. An interpreter is allowed only for a candidate with a diagnosed sensory or other disorder who cannot read the questions; the candidate arranges the interpreter, must say so when registering, and the test may then be extended by up to 15 minutes.
Practical test
The practical test is driven on public roads with a Regitra examiner. It starts with vehicle check questions: for example, a category B candidate may be asked to show where to check the engine oil or explain how to check tyre tread depth and brake lights.
Since 1 November 2021, the category B test includes an independent driving task: you follow a route set on a navigation device for 10 to 15 minutes, starting no earlier than 10 minutes into the drive. Missing a turn while following the navigation is not counted as an error.
For motorcycle categories (A1, A2, A) the test has two parts: special manoeuvres in a driving lot (such as a figure of eight, a slalom between six cones, avoiding an obstacle at 50 km/h or more, and braking from 50 km/h or more) and then riding on public roads. Motorcycle tests depend on the weather, and you must bring proper protective gear, including a certified helmet, armoured jacket and trousers, abrasion-resistant gloves and motorcycle boots.
Some Regitra test cars have driver assistance systems such as rear parking sensors and lane keeping. You may choose whether to use them, but you are judged the same way either way and must still use mirrors and look around.
Syllabus
The theory test is built from general topics for all categories, plus specific topics for motorcycle categories and for lorry, bus and tractor categories. Regitra publishes the topic lists on its theory test page. Questions test four levels: knowing the rules and terms, applying the Road Traffic Rules to real situations, recognising factors that affect safety on the road, and understanding the consequences of road users' behaviour. The question bank itself is confidential.
Marking and results
Theory test. You pass if you answer at least 80% of the questions correctly within the time allowed. A question with more than one correct answer counts as correct only if you mark all the correct answers and no wrong one. You see your result on screen, it appears in the Regitra Driver Portal, and you can collect a pass or fail certificate at the centre.
Practical test. The examiner records three kinds of error:
non-critical: a skill shortfall that does not create a dangerous situation;
specific recurrent: six non-critical errors in the same action;
critical: an action that endangers road users or safe driving.
You pass with at most 8 non-critical errors and no critical or specific recurrent errors.
Breaking the theory test rules (for example, having a phone or notes) fails the test, and you cannot register for the theory test again for one year.
How to apply
Complete training at a driving school, which sends your training data to Regitra.
Register for the theory test online through Regitra's registration system or in person at a Regitra branch with your identity document.
Pass the theory test, then register for the practical test the same way.
If you miss a practical test, or do not cancel at least 24 hours ahead, or turn up without the required documents or gear, you can retake it only after 30 calendar days, unless you pay the full practical test price again to book earlier.
After the exam
A theory pass stays valid until you pass the practical test, but for no more than one year. A practical pass stays valid until your licence is issued, but for no more than one year, so you must order your licence within a year of passing.
After passing the theory test, a category B learner aged at least 17 can also practise with a family member (parent, spouse, child, sibling, grandparent or grandchild) who has driven category B vehicles for at least 5 years and has not lost the right to drive for traffic offences. The car must carry "T" signs front and rear, and practice is limited to 3 hours a day.
Preparation tips
Use Regitra's free trial theory test on its website.
Study the official general and category-specific topic lists.
Remember the time limit is one minute per question.
For category B, practise following a navigation device so the independent driving task feels familiar.
Can I take the Regitra theory test in English?
Yes. From 1 January 2026, the theory test is available in Lithuanian, English, Polish, Spanish and French.
How many mistakes are allowed in the category B theory test?
You need at least 80% correct. With 30 scored questions, that means at most 6 wrong answers.
Can a non-resident take the Regitra exams?
Only if they count as permanently resident in Lithuania: either a declared residence for at least 185 days a year, or documents proving a personal or work link, such as a Lithuanian employment contract or at least 6 months of study in Lithuania.
