Overview
The New Zealand learner licence is the first of three steps to a full car driver licence. To get it you pass a computer-based, multi-choice theory test about the road code. The test is taken at a driver licensing agent, which includes most AA offices and some VTNZ stations. The sources are the Drive learning site for New Zealand learner drivers and the government portal Govt.nz; the NZ Transport Agency (NZTA) site itself was not read for this page. Confirm current details with NZTA or a licensing agent.
The Drive site notes that the government is changing the car driver licensing system (class 1), with the changes starting on 25 January 2027. Until then the process described here applies. Check the NZTA site for what changes after that date.
A car learner licence also lets you learn on a moped. Motorcycles need their own licence.

|---|---|
| Format | Computer-based, multi-choice, at a driver licensing agent |
| Questions | 35, often with a picture or diagram |

| Pass mark | At least 32 correct out of 35 |
The software shows whether each answer was right or wrong as you go. Questions are based on the official New Zealand road code.
Language and reading support. If you have trouble reading, tell staff when you book: you may get extra time or a helper to read the test aloud. You can apply to sit the test in Arabic, Chinese (simplified or traditional), Filipino, Gujarati, Hindi, Korean, Maori, Punjabi, Samoan, Thai or Tongan. If your language is not listed, you may be able to use an interpreter.
Syllabus
The test covers the official road code. The Drive Road Code splits it into 12 chapters with short interactive units and a chapter test for each. Passing 3 chapter tests unlocks 1 official practice test, and passing all 12 gives unlimited practice tests.
Marking and results
If you score 32 or more, the agent gives you a temporary paper learner licence, which you use until the card arrives by post. If you score less, you book to take the test again.
Fees
As listed on the Drive site in 2026, the learner licence application fee is NZD 96.10. It includes your first test and a second chance if you need it. From the third test onward, each test costs NZD 54.60.
How to apply
Prepare with the road code and practice tests.
Go to a driver licensing agent, fill in the application form (you can download it in advance) and pay the application fee.
Book a test time. You may be able to sit it the same day.
Arrive at least 10 minutes early with your proof of identity. If you are late you may have to rebook.
After the exam
If you fail twice on the same day, you must wait 10 working days before sitting again.
Learner licence conditions:
You cannot drive alone; a supervisor must sit in the front passenger seat.
Display L plates on the front and back of the car.
Carry your licence, and your supervisor must carry theirs.
You may carry passengers if your supervisor agrees.
A supervisor must hold a current full New Zealand licence that is at least 2 years old, or an equivalent overseas full licence held for at least 2 years. Drivers under 20 must have zero alcohol. Drivers 20 and over must not exceed 250 micrograms of alcohol per litre of breath or 50 milligrams per 100 millilitres of blood.
Preparation tips
Use the Drive Road Code, pass the chapter tests, and take the official practice tests before booking. A failed attempt can mean waiting for another time slot.
Can I drive a motorcycle on a car learner licence?
No. A car learner licence covers cars, vans, utes and mopeds. Motorcycles need their own licence.
