Country:
Norway

Checked against official sources on 2 October 2026.

Overview

The Norwegian driving theory test (teoriprove) is a computer test run by the Norwegian Public Roads Administration (Statens vegvesen, NPRA). You take it at a Driver and Vehicle Licensing Office (trafikkstasjon). It exists for each licence category, with its own length, number of questions and pass mark. For passenger cars it is one step before the practical driving test. For mopeds and snowmobiles the theory test is the final test.

Who can apply

  • You must first apply for a driving licence on the NPRA's Your Page. Once the application is registered and approved, you can book a theory test.

  • You can sit the test at the earliest 6 months before you reach the minimum age for the category.

  • You must have normal residence in Norway, meaning you are registered as a resident in the National Population Register. A person who has reported a move out of Norway, or who only has a D number, will usually not get a licence.

Minimum ages for the theory test

Motorcycle and moped categories offer English, and snowmobiles offer Northern Sami and English. You can switch language during the test. For other languages you can apply for an interpreter-assisted test.

Aids. You may use a dictionary, your own or one at the office, which staff will check. Some categories (C1, D1, C, CE, D and Driver CPC) are issued a calculator, rough paper and a pen. Phones, watches, bags, notes and similar items must go in a locker. Audio support reading questions aloud in Norwegian is available, and you can ask the testing officer for extra time before time runs out.

Syllabus

The NPRA publishes lists of topics for each category. The category B lists are available in English, Sorani, Turkish and Arabic on the theory test page. Lists for other categories are on the Norwegian version of the page.

Marking and results

You see your result on screen as soon as you submit. A result with a summary of your answers by topic is also sent to you.

Fees

Fees applicable from 1 February 2026, paid at the licensing office:

  • Theory test: NOK 480.

  • You also pay for the photo taken for the licence.

  • Practical driving test for category B, for comparison: NOK 1,540 at the office or NOK 1,490 online.

You pay again for each new attempt. You can pay by card, mobile contactless payment or cash at the office.

How to apply

  1. Apply for a driving licence on Your Page and wait for approval.

  2. Book a theory test appointment at a licensing office.

  3. Bring valid proof of identity on the day.

For mopeds and snowmobiles, all training must be registered, the police must have approved your conduct, and you must be at least 16. If your answers to the health and eyesight questions on the application required it, bring an eyesight certificate or a health certificate from a doctor.

After the exam

If you pass, and have completed all required training, you can book the practical driving test. You must pass the practical test within 3 years of passing the theory test. For moped (AM146, AM147) and snowmobile (S) categories there is no practical test; after passing you order your licence.

If you fail, you wait 2 weeks before retaking, or 1 week for C, CE, D and DE. Cheating can lead to a ban of up to 12 months and, in serious cases, a police report.

Can I use a dictionary?

Yes, your own or one provided at the office. Staff check it for notes. Not every office stocks dictionaries in every language.
