Myanmar Driving

Overview

Driving licences in Myanmar are issued by the Road Transport Administration Department (RTAD) under the Ministry of Transport and Communications. There is no single exam paper. You move up a ladder of licence classes, starting with a learner licence (L), and each class has its own age and experience rules. The page names a driving test and accredited driving school training for some classes.

The English RTAD page used here lists who may hold each class. It does not publish the content, length or pass mark of the written or practical test, so this page does not either. Check with RTAD for the current test format.

Exam pattern

The page names a driving test, with accredited driving school training, only for class A-1, and training at an accredited school for class A. For classes E and S it requires passing the tests specified by the Central Registration Authority. It gives no further format.

Fees

The page lists these amounts for special cases:

  • International Driving Permit: FEC 20 or US$20, with a valid domestic licence, a valid passport and three passport photos.

  • Exchanging a foreign licence for a Myanmar licence: FEC 60 for right-hand-drive countries or FEC 70 for left-hand-drive countries, plus 1,200 kyat, with the licence, passport, three photos and the application form of the company concerned.

  • Licence for diplomats: 1,200 kyat.

  • Registration of a driving school: 100,000 kyat.

FEC (foreign exchange certificate) amounts are as listed on the RTAD page in 2026.

How to apply

The page lists required documents, but not a full step-by-step process. Use the RTAD site to check how to book and where to apply.

After the exam

  • Holders of a licence issued by the armed forces for at least one year may apply for a civilian licence without an L licence. One year of army licence allows a B licence, three years allows a D licence that cannot drive a taxi, and five years with retirement from service allows an E licence. Less than a year means applying for an L licence first.

  • Licences issued in Myanmar as smart cards can be used in ASEAN countries under the 1997 mutual recognition agreement.

Preparation tips

  • Learn the Myanmar traffic rules and signs in the training school course.

  • Keep your L licence for the minimum period before applying for the next class.

Is there a single theory exam in Myanmar?

The RTAD page lists tests by licence class and requires training at an accredited driving school, but it does not publish a single exam format. Confirm the test with RTAD.
