Overview
KPP (Kurikulum Pendidikan Pemandu, the Driver Education Curriculum) is the training and theory-test route that JPJ (Jabatan Pengangkutan Jalan Malaysia, the Road Transport Department) requires before a new driving licence in Malaysia. The theory test is called KPP01. The practical stages are KPP02 and KPP03.
From 29 August 2025, JPJ merged the motorcycle and car modules into one combined KPP (KPP Gabungan). A candidate now attends the theory class once for all licence classes except class E, and adds a class later without repeating it. This page follows JPJ's FAQ document, which is in Malay.

Who can apply
| Licence classes | Minimum age |
|---|---|
| A, B2, B, C (motorcycle) | 16 |
| A1, D, DA (car) | 17 |
| E (heavy car) | 21, and you must have held a competent driving licence (CDL) class D for more than one year |
| F, G, H, I (machinery) | 21 |
You must declare that you have no illness or physical disability that would make your driving dangerous.
Disabled candidates (OKU) need a Malaysian citizen's OKU card from the Social Welfare Department, a health examination report on the prescribed form, and, where the vehicle must be modified, approval of the vehicle from the JPJ Automotive Engineering Division. Candidates who are deaf, mute or have learning difficulties and need no vehicle changes train and test like other candidates.
New applicants for class C or for machinery classes must attend the KPP theory class and pass KPP01. Adding a machinery class later does not require the course.
Exam pattern
KPP01 is a computer test. JPJ's table gives:
| Item | Motorcycle | Car | Combined KPP |
|---|---|---|---|
| Questions | 50 | 50 | 70 |
| Time | 45 minutes | 45 minutes | 1 hour 15 minutes |
| Pass mark | 42 of 50 | 42 of 50 | 56 of 70 |
Candidates registered from 29 August 2025 must use the combined KPP book or e-book, and KPP01 questions follow that book.
Syllabus
The combined module has six chapters:
Introduction to the Malaysian driving licence and traffic signs.
Driver code of ethics and conduct (new in the combined module).
Defensive driving theory.
Driving in different conditions.
Parts that need maintenance.
Safety equipment and emergency help.
Levels or stages
Theory class and KPP01. The class runs for at least 6 hours, covering all chapters, with a break at least every 2 hours. One class holds at most 50 candidates.
Practical training (KPP02 and KPP03). After KPP01 you receive a learner driving licence (LDL). JPJ's hour table is:
| Stage | Motorcycle | Light car | Heavy car | Machinery |
|---|---|---|---|---|
| Theory class (KPP01) | 6.0 h | 6.0 h | not applicable | not applicable |
| Pre-L theory and practical | not applicable | not applicable | 3.0 h + 3.0 h | not applicable |
| KPP02 | 9.5 h | 5.5 h | 2.0 h | 8.0 h |
| KPP03 | 6.0 h | 10.0 h | 6.0 h | not applicable |
| QTI | 0.5 h | 0.5 h | 2.0 h | not applicable |
| Total hours | 22.0 | 22.0 | 16.0 | 8.0 |
The minimum before the driving test is 9.5 hours of circuit training plus 6 hours on the road plus 0.5 hours of QTI for B2 and B, and 5.5 hours of circuit plus 10 hours on the road plus 0.5 hours of QTI for D and DA.
Fees
For the KPP01 computer test, JPJ lists RM 17 plus 8% SST for the motorcycle test and RM 27 plus 8% SST for the car and combined tests. A repeat of the computer test costs RM 17 plus 8% SST. Adding a class to an existing LDL costs RM 5. Training school fees are set by each driving institute and are not in this document.
How to apply
Register at a driving institute (Institut Memandu), which records you in the JPJ system and checks you are not on a JPJ, police or agency blacklist.
Buy the combined KPP e-book or book, which carries a serial ID registered in the JPJ system.
Attend the theory class and take KPP01.
Complete KPP02 and KPP03 training, then take the driving test.
After the exam
The KPP Gabungan theory certificate has no expiry. To add a class while your LDL is valid, you pay RM 5 and use the existing combined book, with no second KPP01.
Within 2 years of the LDL, you must finish KPP02 and KPP03, the pre-test and the competency test, and obtain the licence. If you do not, the LDL is cancelled, and you must buy a new book, repeat the theory class and pass KPP01 again.
An LDL is for learning under an instructor only and is not for ordinary driving on the road.
If you fail the computer KPP01 more than three times, you can apply for a written test at the state JPJ office or branch. If you keep failing the written test until your JPJL2A certificate expires (the FAQ gives 1 year here), you must make a new application through the state office for a special KPP theory class. If the certificate is still in force, you apply through the state office for an oral test.
Preparation tips
Study the combined book chapter by chapter, including the new code of ethics chapter.
Time yourself on 70 questions in 1 hour 15 minutes.
Plan your circuit and road hours with your instructor so your LDL does not lapse.
Do I need to repeat the theory class when I add another licence class?
No. From 29 August 2025 the combined KPP covers all classes except E. You pay RM 5 to add the class to your LDL and use the combined book.
What is the pass mark for the combined KPP01?
56 of 70 questions, in 1 hour 15 minutes.
