Overview
Procedures can differ by directorate and site, and no official traffic authority page was read for this page. It is a worked example from the eRegulations Baghdad portal, which documents administrative procedures in Baghdad and is not run by the traffic authority. It describes Baghdad only, and the portal shows its theory test step as last modified on 24 July 2019 (the Husseiniya procedure's final step is dated 8 October 2019). Confirm current details with the traffic directorate you will use.

How to apply
The Baghdad procedure listed on the portal runs in this order:
Get and fill in the application form.
Have a medical examination, with the document checked, stamped and signed.
Get a queue number, have your data entered, and have your documents checked and registered.
Pay the fees.
Do first aid training.
Take the theory test, then have the application verified.
Take the practical test and get the director's stamp and signature.
Pay the licence fees, have the medical, theory and practical test data entered, and have the documents verified.
Receive the licence.
For the theory test, bring the audit officer's signature and stamp, your station (queue) number, your national ID and your residence card. The theory test offices listed are open Sunday to Thursday, 08:00 to 14:30.
There is also a version of the procedure at the Husseiniya site run by a private provider company, with its own steps: application fee, medical exam, exam fees, first aid training, theory test, practical test, street driving test, a final audit, a facial photograph, and the licence.
After the exam
The result of the theory test is a signed and stamped knowledge test result from the theory test officer. You then continue to the practical and street driving tests before the licence is issued.
