Overview

In Croatia the driving test is run by the Hrvatski autoklub (HAK) as the authorised professional organisation. It is one single driving test made of three subjects, and the theory part is the subject Prometni propisi i sigurnosna pravila (traffic rules and safety rules, shortened PPSP). HAK's pages are in Croatian, and this page is based on them.

The three subjects are:

  1. Prometni propisi i sigurnosna pravila (PPSP), the computer or paper theory test.

  2. Pružanje prve pomoći osobama ozlijeđenim u prometnoj nesreći (PPP), first aid, taken individually in front of a HAK examiner.

  3. Upravljanje vozilom (UV), the practical driving test.

You take the exams through your driving school, not directly.

Who can apply

You must have finished the training programme for the category you want, and be old enough for that category's licence. The driving school's manager must sign off each subject in your candidate booklet before you can enter the exam for it, except first aid, which the lecturer signs off.

Minimum ages listed by HAK include:

CategoryMinimum age
AM (mopeds, quadricycles)15
A116
A218
A24, or 20 with A2 held for two years
B18
C1, C1E, BE18
C, CE21 (18 in some cases)
D1, D1E21
D, DE24, 23 or 21 depending on the case

You can begin moped training from 14 years and six months and sit the exam from 15.

Holders of categories B, BE, C1, C, C1E, CE, D1, D1E, D, DE or H who take the exam for A1, A2 or A do not have to take the PPSP theory exam again. Doctors, nurses, midwives and holders of a valid licence in some category are exempt from the first aid exam.

Exam pattern

ItemPPSP theory exam
FormatComputer-based, or on a printed form, separate for each vehicle category
Maximum score120 points
Pass markAt least 90 percent of points
Automatic failA wrong answer on the question about giving way at an intersection fails you even if you scored above 90 percent

Unanswered, partly answered and altered answers count as wrong. After the test you may see your result and ask the examiner for an explanation. Passing the theory exam is required before you start the practical driving part of training.

Marking and results

  • You must pass PPSP within one year of finishing the theory training. If you do not pass in that time, or fail five attempts within the year, you must redo the training for this subject.

  • After you pass all three subjects you get an e-certificate of passing the driving test (e-Uvjerenje), which the police use to issue your licence.

  • The practical exam (UV) must be passed on a public road within 18 months of passing PPSP. On the road it lasts 30 to 45 minutes for AM, A1, A2, A, B and BE, and 45 to 60 minutes for other categories.

Fees

As listed on HAK's official site in 2026, the fee for each subject of the driving test is below. These amounts include VAT and come from a decision published in the Narodne novine, number 155/2022. HAK's FAQ page quotes lower figures without VAT (for example EUR 53.35 for all three B subjects), so compare prices on the same basis.

Driving schools set their own training prices. You pay the driving school separately for the instructor and vehicle used in the practical exam.

How to apply

  1. Finish the training for the subject at a driving school.

  2. The driving school registers you through a computer system. HAK sets the date, time and place and tells the school, which tells you, three to five days before the exam.

  3. Attach proof that you paid the fee, or pay it just before the exam.

  4. On exam day show an examiner a valid ID card or passport, the medical certificate for your category, your valid licence if you hold one, and your filled-in candidate booklet.

For a first attempt, no more than 25 days may pass between registering and the exam. To withdraw, tell HAK through your school at least 48 hours before, counting only working days. A candidate who misses or fails a subject can retake it after paying again, after a wait of at least 7 and at most 50 days.

After the exam

If you disagree with a mark, you can file a written objection immediately and no later than 90 minutes after the result is announced. You can appeal to HAK within eight days of the examiner's decision, and HAK must decide within 30 days.

FAQs

How much does the B category exam cost in total?

Adding the table above, the three B subjects (first aid, PPSP and driving B) come to EUR 66.69 including VAT. HAK's FAQ page lists the same fees as EUR 53.35 excluding VAT (PPSP EUR 15.66, first aid EUR 12.61, driving EUR 25.08). Both figures are the same fee, one with and one without VAT. Training and the vehicle used in the practical exam are paid to the driving school.

Can I take the theory test on a computer?

Yes. The PPSP exam is taken on a computer and may also be given on a printed form.
