Overview
In Greece, anyone seeking a driving licence in any category must first complete a minimum number of hours of theory and practical training, then pass a theory examination and a test of skills and behaviour (the practical exam). The authority that runs both exams is the Transport and Communications Department of the Regional Unit where the applicant lives. Theory training is given at Theory Training Centres for Candidate Drivers, and practical training at driving schools.

How to apply
The process is online through gov.gr and works in steps:
Apply for a candidate driver training card. You log in with Taxisnet credentials, choose the licence categories, and add any special-category information with evidence. You pay the fee the application issues, and the application gives you a four-digit PIN and tells you which medical specialities you must be examined by. You visit the doctors, and if all find you fit, you can continue. The card is issued after verification, not immediately.
Choose a driving school and attend the theory and practical courses.
Once theory training is complete, your authorised driving school sends the request to schedule your theory test. You do not book it yourself.
After you pass the theory test and finish practical training, the school sends the request to schedule your practical test.
After you pass both tests, the licence is printed without further action if you chose one category or passed all the categories you applied for. You are notified by email and collect it from the Region you selected.
The application can also be submitted by a person at the driving school you want to attend, if you authorise the school in the application.
Note
The gov.gr pages do not state the number of theory questions, the pass mark or the fee amounts, so they are not listed here. Ask your driving school or regional transport department.
Preparation tips
Study the road code and question material through your theory training centre or driving school.
Ask the school which regional transport department will schedule your theory test.
