Overview

In Nigeria, driver's licences are issued by the Federal Road Safety Corps (FRSC) through its online Nigeria Driver's Licence portal. A first-time applicant goes through driving school, an online application, a driving test with the Vehicle Inspection Office (VIO), payment, and biometric capture at an FRSC Drivers Licence Centre (DLC).

The FRSC portal describes the process but does not publish a test syllabus, number of questions or pass mark, so this page does not either. Confirm test details at your VIO or DLC.

Who can apply

  • New applicants must be at least 18.

  • New applicants must have completed driving school.

  • Commercial licence classes cannot be started on the portal. You must go to a Drivers Licence Centre with a medical certificate and the driving school certificate, and an FRSC operator starts the application for you.

  • Diplomatic licences are issued only from FRSC headquarters.

Licence classes

Licence classes are lettered A, B, C, D, E, F, G, H and J. A class sets the vehicles you may drive. The portal groups them as motor vehicle and motorcycle or tricycle licences. A licence can carry more than one class, up to three. A first-time applicant can apply for at most two classes. A class can be added later by renewal or reissue, for example adding class A to a class B licence.

Fees

The portal FAQ lists these new licence fees, as listed on the official site in 2026:

Class3-year licence5-year licence
Class ANGN 7,000NGN 11,000
Other classesNGN 15,000NGN 21,000

Each class is charged separately, and the payment channel may add other charges. You can pay online on the portal or at a participating bank.

How to apply

  1. Visit an accredited driving school and finish the mandatory training. Get the certificate number from the school.

  2. On the portal, choose DL Application, then New Driver's Licence, pick motor vehicle or motorcycle, and enter the certificate number.

  3. Fill in your details, choose a 3-year or 5-year validity, choose your class or classes and your processing centre, and submit.

  4. Visit the VIO for the driving test.

  5. Pay the licence fee online or at a bank, then confirm payment at the State Board of Internal Revenue office.

  6. Go to the FRSC officer at the Drivers Licence Centre for biometric capture.

  7. Collect the licence card at your DLC, MLA or VIO with your application form or temporary card.

You must attend in person, and no one else can process your application for you. You can edit an application until payment is made, and unpaid applications are removed after 3 months.

After the exam

  • You can renew from 30 days before the licence expires. An expired licence is renewed through the same portal.

  • Replacement of a lost, damaged or defaced licence needs a police extract, a sworn affidavit and the prescribed fee.

  • A digital licence (eNDL) app is available for Android. Fresh applicants must finish the full process, including biometrics, before activating it.

Preparation tips

  • Complete the driving school course first, since the certificate number is needed to start the application.

  • Prepare your documents and be ready to attend the processing centre you chose on the form.

Do I need driving school before applying?

Yes. A new applicant must have completed driving school, and the school certificate number is entered on the application.

How many classes can I apply for the first time?
