Overview
The Basic Theory Test (BTT) and the Final Theory Test (FTT) are the two theory tests for a Singapore car licence (Class 3 or 3A). They are run by the Traffic Police (TP) of the Singapore Police Force and taken at the three driving centres: Bukit Batok Driving Centre, ComfortDelGro Driving Centre and Singapore Safety Driving Centre. Motorcycle learners take the BTT and then a Riding Theory Test (RTT) instead of the FTT.
Order of the tests for a car licence:
Basic Theory Test (BTT).
Provisional Driving Licence (PDL), which you can apply for after passing the BTT.
Final Theory Test (FTT).
Practical Driving Test.

Basic Theory Test (BTT)
The BTT tests your knowledge of traffic rules, traffic regulations, traffic signs and signals, and general road safety. Every learner driver and rider must pass it before taking the FTT or the RTT. The BTT has no stated expiry date in the official sources read here.
The 2018 official handbook, "Basic Theory of Driving", groups the BTT content into:
Signs and signals: mandatory, prohibitory, warning, regulatory and information signs, directional and tunnel signs, road markings, traffic lights, and signals by police officers and hand signals.
Traffic rules and regulations: keep-left rule, lane discipline, overtaking, speed limits, give-way rules, roundabouts, expressways, yellow-box junctions, U-turns, stopping and parking, seat belts, lights, alcohol and mobile device use.
Code of conduct on the road: moving off, mirrors and signals, following distance, stopping distance, reversing, safety of pedestrians and cyclists, defensive driving and roadworthiness.
Parts and controls of a car, work zones, and special zones such as school zones and silver zones.
Final Theory Test (FTT)
After the BTT, learners for Class 3 or 3A must pass the FTT before the Practical Driving Test. It tests driving safety, proper driving techniques and how you deal with other road users. The handbook says its curriculum is covered in a separate handbook titled "Final Theory of Driving".
After you pass the FTT, you must pass the Practical Driving Test within two years. If not, you must pass the FTT again before booking another practical test.
Who can apply
Class 3 and 3A need a minimum age of 18 (per the 2018 handbook). To book or sit any theory or practical test, the handbook lists these conditions at the booking date and the test date:
no more than 12 demerit points;
no suspension or court disqualification, and not within a year of a licence revocation;
not under police investigation;
not 2 or more offences of failing to display a probation plate.
Foreigners who live in Singapore for over 12 months, and Work Permit or S Pass holders who are employed as drivers, need a Singapore licence. Work Permit and S Pass holders can convert a valid foreign licence to a Class 3C licence by passing the BTT. To drive Class 3 vehicles they must also pass the practical test.
Exam pattern
The pages read here do not state the number of questions, the time limit or the pass mark of the real tests, so they are not listed. A 2023 police news release said the Traffic Police's online mock test mirrored the real test requirements at 50 questions in 50 minutes. That mock test was replaced on 27 March 2025 by a practice platform, so treat the 50-in-50 figure as an older reference.
Free practice sets for the BTT, FTT and RTT are on the Traffic Police e-service, in English, Malay, Mandarin and Tamil. Each set takes about 20 minutes.

|---|---|---|
| Singapore Safety Driving Centre | 85% | 91% |
| Bukit Batok Driving Centre | 94% | 97% |
| ComfortDelGro Driving Centre | 86% | 87% |
| Candidates under private instructors | 67% | 76% |

Important dates
The Traffic Police publish waiting times by centre. For July 2026, the BTT waiting time was about 0.2 months at Bukit Batok, 0.2 at ComfortDelGro and 1.2 at Singapore Safety Driving Centre. For the FTT it was 0.2, 0.3 and 0.6 months respectively.
How to apply
Book through your driving centre or private instructor. After passing the BTT you may apply for a PDL, valid for 2 years and renewable in 2-year periods. To apply you must have no more than 12 demerit points and have passed the BTT. You must also read a six-character series at 25 metres (with glasses if worn) and tell red, amber and green apart at 25 metres. On the road you display L plates, drive only with a licensed instructor and be insured against third-party risk.

Use the free practice sets in whichever of the four languages you read best.
Plan your booking: waiting times vary by centre.
Do I need both the BTT and the FTT?
For a car licence (Class 3 or 3A), yes: BTT first, then FTT before the practical test. For a motorcycle you take the BTT and then the RTT.
How long is the FTT valid?
After passing the FTT you must pass the Practical Driving Test within two years, or you must pass the FTT again.
Can foreign licence holders skip the theory?
Work Permit and S Pass holders converting a foreign licence to Class 3C only need to pass the BTT.
