No official page of Iran's traffic police (Rahvar) could be read for this page. The details below come from Iranian news reports, which quote police and driving-school officials, and from Wikipedia. Persian sources date events in the Iranian Solar Hijri calendar; dates here are converted to the Gregorian calendar. Confirm current rules with the traffic police or a licensed driving school.

Overview

The Azmoon-e Ayin-Nameh (driving regulations test) is the theory test that every learner driver in Iran must pass before the practical city driving test. It is run by the traffic police (Rahvar). It tests knowledge of traffic law, road signs and safe driving, using questions drawn from the official driving regulations handbook.

Iran has several licence classes, each with its own minimum age, as listed on Wikipedia:

Who can apply

For a third-class (car) licence, news reports in 2026 list:

  • a minimum age of 18;

  • a valid national ID card or birth certificate;

  • passport-size photographs;

  • a blood type test result;

  • a medical clearance, including health and eyesight checks, from an approved doctor;

  • enrolment at a licensed driving school, where theory classes are compulsory. Missing more than one theory session means failing the course.

In December 2016 the head of the traffic police licensing centre announced plans to make the test computerised and centralised: exams would move from driving schools to separate test centres, each candidate would get a random set of questions, and the system would decide pass or fail automatically. Check with your driving school how the test is delivered in your city.

Syllabus

Questions come from the driving regulations handbook. News reports list topics such as:

  • traffic rules and road signs;

  • traffic lights and their meanings;

  • right of way;

  • speed limits in different areas;

  • parking and stopping restrictions;

  • basic vehicle checks;

  • first aid for people injured in accidents.

Fees

News reports in May 2026 put the total cost of getting a car licence in 2026 (Iranian year 1405), including school fees, at about 15 million toman, around 56% more than the year before. Practical lessons were quoted at 600,000 toman per hour. These are driving-school association figures, not an official fee schedule.

How to apply

  1. Enrol at a licensed driving school with your ID, photos, blood type result and medical clearance.

  2. Attend the compulsory theory classes.

  3. Take the 30-question theory test.

  4. After passing, take 12 practical lessons with a school instructor.

  5. Pass the city driving test, the final step before the licence is issued.

From June 2026, the traffic police extended the validity of the driving training and examination card from 2 years to 4 years, so applicants who fail a test or pause their training have more time to finish.

After the exam

Passing the theory test lets you move on to practical lessons and then the city driving test. A driving licence is valid for 10 years.

Preparation tips

  • Study the official driving regulations handbook, since every question is drawn from it.

  • Learn road signs and right-of-way rules thoroughly; they come up often.
