Overview

Lithuania tests the Lithuanian language of foreign nationals through the National Education Agency (NŠA), under rules set by the Ministry of Education, Science and Sport (order No. V-234 of 10 February 2022). The agency offers Lithuanian language proficiency level exams, which report a CEFR level, and its foreigners page also lists state language exams and a separate Lithuanian Constitution exam. The 2026 level exam schedule lists the exams as remote and electronic.

Who can apply

The level exams are offered to three groups: school-age children of 10 to 13, school-age young people of 14 to 17, and adults. People seeking permanent residence or Lithuanian citizenship register through the Migration Department's E-Migris system, which needs a Lithuanian personal ID number issued in the country. The 2026 schedule adds a note that the remote electronic format may be used only for Lithuanians living abroad and for foreigners studying in Lithuanian-studies or other educational institutions abroad. The agency's pages do not state further eligibility rules.

A candidate who submits the reading and writing part cannot return to it. The adult B1 speaking part has three tasks and lasts 10 to 13 minutes in total for each candidate. Candidates need headphones, and a keyboard with Lithuanian letters.

Important dates

The agency publishes a yearly schedule. The 2026 schedule put the adult exams in spring and early summer: C1 on 23 April, B2 on 8 May, B1 on 21 May and A2 on 4 June. Each date has two sessions, one in the morning and one in the evening Lithuanian time, with the first meant for candidates in Europe, Asia and Australia and the second for the Americas and Australia. The school-age exams run from February to April. All of these dates have passed, so check the agency's schedule page for any later dates.

How to apply

Register for the level and state language exams through the agency's "Exams for external candidates" portal, which the registration page links to. The registration page does not give fees or deadlines, so check the portal for them. For questions, call the agency on +370 658 18504.

Preparation tips

  • Test your computer, browser and headphones before the exam, because the exam system works only on a laptop or desktop.

  • Use the agency's sample tests and its pages of help for learning Lithuanian.

  • Do not leave the exam window, since the system records when a candidate leaves the full-screen view.

Can I take the exam on a phone or tablet?

No. The agency's instructions say the electronic exam system does not work on a tablet or phone.

Is there a Constitution exam as well?

The agency lists a separate Lithuanian Constitution exam on its foreigners page. Its pages reviewed here do not say who must take it, so check with the agency or the Migration Department.
