Overview
The Fire Officer Examination (FOE) is a civil service exam run by the Civil Service Commission (CSC) of the Philippines. Passing it builds a register of eligibles from which the Bureau of Fire Protection (BFP) can appoint people to second-level ranks, and to other positions closely related to fire protection work. The CSC's 2026 announcement set the exam for 7 June 2026.
The exam gives a civil service eligibility only. It is not a job offer: appointment to a BFP rank also depends on meeting the qualifications of the position itself, including the height requirement under Republic Act No. 11549.

Who can apply
For the 2026 exam, applicants had to:
be a Filipino citizen
be 21 to 35 years old on the date and time they file the application
be of good moral character and mentally and physically fit
hold a bachelor's degree from a recognised institution
have no final conviction for a crime involving moral turpitude, or for disgraceful or immoral conduct, dishonesty, exam irregularity, drunkenness or drug addiction
not have been dishonourably discharged from the military or dismissed for cause from a government civilian post
The age limit is waived for current BFP employees. It is also waived for former BFP employees whose application the BFP endorses and who can still meet the minimum service requirement. Dual citizens under R.A. 9225 can apply with the supporting documents.
People who already hold certain second-level eligibilities do not need to take the FOE. These include Career Service Professional, RA 1080 (bar and board exams), and Honor Graduate under P.D. 907.
Exam pattern
The FOE has two parts, a general ability test and a specialised fire-service test. The weights are:
| Part | Area | Weight |
|---|---|---|
| General Ability | Verbal, analytical and numerical ability | 25% |
| Specialized Area | Fire Suppression | 30% |
| Specialized Area | Fire Safety and Prevention | 20% |
| Specialized Area | Fire Investigation | 15% |
| Specialized Area | Administrative Matters | 10% |
Calculators and other aids are not allowed. Test booklets must stay in the testing room.
Syllabus
General Ability (25%): verbal, analytical and numerical reasoning.
Fire Suppression (30%): pre-fire planning, firefighting techniques and procedures, and tools, equipment and apparatus.
Fire Safety and Prevention (20%): the Fire Code of the Philippines, related codes such as the Building Code and Electrical Code, National Fire Protection Association material, and BFP rules and procedures for fire safety inspection, including the BFP Citizen's Charter.
Fire Investigation (15%): the arson law under the Revised Penal Code (constitutional rights of the accused, prima facie evidence of arson, the Rules of Court), how evidence is identified, preserved and handled, and BFP procedures for fire and arson investigation.
Administrative Matters (10%): R.A. 6975, R.A. 9263 and R.A. 9592 with their implementing rules, CSC rules and qualification standards, and BFP circulars and procedures on administrative matters.
Marking and results
To pass, you need a general rating of at least 80.00. For the June 2026 exam, the CSC planned to post the list of passers on its website and official Facebook page by 20 July 2026. Individual ratings were to be available through the CSC's Online Civil Service Examination Result Generation System (OCSERGS) by 27 July 2026. The CSC says only the list on its own website is official.
Important dates
For the 2026 exam:
Applications: 9 March to 8 April 2026, first come, first served. A CSC office could close filing early once it reached its target number of applicants.
Last day to ask for a change of testing centre: 16 April 2026 (written request, only for strong reasons such as moving house or job)
Exam day: 7 June 2026
Target release of results: 20 July 2026
Fees
For 2026, the exam fee was PhP700. If an application is later found to break the rules, for example on the age limit, the fee is forfeited.
How to apply
Get the application form (CS Form No. 100, Revised 2023, Fire Officer Examination). You can download it from the CSC website or pick one up at any CSC Regional or Field Office.
Contact the CSC Regional or Field Office where you want to sit the exam to check slots and how to file. Depending on the region, filing is through CSC eServe, the Online Civil Service Examination Application System (OCSEAS), or a Lingkod Bayani kiosk.
Submit the completed form and pay the fee. Include four identical passport-size colour ID photos taken within the last three months, each with a hand-held name tag showing your handwritten signature over your printed name. Also bring an accepted ID card, original and photocopy.
Bring extra documents where they apply: a PSA birth certificate if your ID shows no birth date, a Bureau of Immigration certificate for dual citizens, or the BFP certification or endorsement needed for the age waiver.
For 2026, the CSC listed testing centres in every region of the country, including NCR, CAR, Caraga and BARMM.
After the exam
Passers receive the Fire Officer Eligibility. This is a second-level eligibility, and it is valid only for second-level ranks in the fire protection service and closely related positions. It does not count for ranks in the Philippine National Police. It is also not equal to the Career Service Professional or Subprofessional eligibility, so it cannot be used for general government posts.
Applicants with a pending administrative or criminal case can still sit the exam and receive the eligibility if they pass. If they are later found guilty, the eligibility can be cancelled.
Preparation tips
The specialised areas carry 75% of the total weight, and Fire Suppression alone carries 30%, so spend most of your study time on fire service content rather than general ability. Read the Fire Code of the Philippines, the arson provisions and the main laws listed under Administrative Matters (R.A. 6975, R.A. 9263, R.A. 9592) from the original texts. The CSC does not run review classes, sell review materials or accredit any review centre.
Who conducts the Fire Officer Examination?
The Civil Service Commission conducts it. The Bureau of Fire Protection then appoints people to its second-level ranks from the register of passers, provided they meet the position's other requirements.
What score do I need to pass the FOE?
A general rating of at least 80.00.
Can I use the Fire Officer Eligibility for other government jobs?
No. It is valid only for second-level ranks in the fire protection service and closely related positions. It is not equal to the Career Service Professional or Subprofessional eligibility, and it does not cover PNP ranks.
What was the exam fee in 2026?
PhP700, as stated in the CSC announcement for the 7 June 2026 exam.
