Overview
The Grade 5 (5급) Public Official Recruitment Examination is one of South Korea's most competitive civil service exams, recruiting candidates directly into higher-level administrative and technical positions across national government ministries, run by the Ministry of Personnel Management (인사혁신처). It is the senior-entry counterpart to the more numerous Grade 7 and Grade 9 exams.

Exam pattern
The exam has three main stages. The first stage (제1차시험) is a Public Service Aptitude Test (PSAT), covering language logic, data interpretation, and situational judgment. The second stage (제2차시험), for candidates who pass the first, is a written essay-style examination on subjects specific to the chosen field (administrative or technical track and specialism). The third stage is an interview assessing suitability for senior civil service work, for candidates who pass the second stage.
Marking and results
Final selection combines performance across all three stages; because the exam recruits into senior entry-level positions directly (rather than through a lower entry grade), competition is intense and pass rates are low relative to the number of applicants.
How to apply
Applications are submitted online through the government's civil service recruitment portal during the application window announced for that year's cycle.
After the exam
Candidates who pass all three stages are appointed directly to Grade 5 administrative or technical positions across national government ministries, generally considered a fast-track entry point for future senior civil service roles.
Preparation tips
Because the first-stage PSAT and second-stage subject-specific essay exam are both significant hurdles, and the exam is widely regarded as one of Korea's most demanding, sustained long-term preparation — often over a year or more — covering both PSAT reasoning skills and deep subject-specific essay writing is standard among candidates.
How does the Grade 5 exam differ from Grade 7 and Grade 9 exams?
It recruits directly into more senior entry-level administrative and technical positions, with a three-stage process including a PSAT and a subject-specific written essay exam, making it more competitive than the Grade 7 or Grade 9 routes.
What does the first stage of the Grade 5 exam test?
A Public Service Aptitude Test (PSAT) covering language logic, data interpretation, and situational judgment.
